Regarding the banknotes stamping in 1978, the following article was written:

"Banknotes stamping is a rare phenomenon and it occurs only when extraordinary measures need to be taken. But what was the reason behind that? With the post World War II events, after the proclamation of the Democratic Government of Albania, the first signs of inflation and the aggravation of the currency (banknotes) in circulation situation were noticed. This aggravation was a consequence of the incapability to print a new banknote and replace the Italian issue banknote in circulation. Hence, it was considered to put the currencies in circulation a distinctive sign, a quadrangle stamp having the size 52x34 mm, with the inscription The Albanian State Bank and a two-headed eagle in the middle, on the left of which wave three feathers. The stamp is all over outlined with parallel horizontal lines and both the eagle and the inscriptions are shady. ….."
These banknotes are very much required by collectors due to their small number and their historical importance.
