Ph.D. Petraq Milo

Mr. Petraq Milo holds a Ph.D. in economics from the CERDI, Auvergne University of Clermond-Ferrand 1, France in 1999. He obtained his masters degree in Management of Economical Policies by Auvergne University of Clermont-Ferrand in 1996, CERDI and the World Bank in France and USA. He graduated in 1988 as an economist for the industry sector at the Faculty of Economy and Business Management, University of Tirana. He was also graduated as an instructor officer of ground artillery from the Military Academy in 1981.  

At the beginning of his career, Mr. Milo worked for various state-run enterprises in the trade and industry sectors. In 1991, he started to work for the Ministry of Finance, as the Head of Prices and Wages Department, then Head of Macroeconomic Analysis and Forecasts Department, and later as Head of the Budget Department. In 1996, he worked for Department 2 of Europe and Central Asia at World Bank, Washington D.C.

In addition, he has been a financial consultant for various projects and employers, such as the Centre for Studies and Researches on International Development-CERDI, Clermont-Ferrand, France (1996-1999); Maxwell Stamp Offices, London, England (1999); French Development Agency, France (1999-2000); European Delegation EU- Cards Program (2005), and a management position at the “EUROCONSULTING – Group”, a consultancy company incorporated in Prishtina (2005-2008).

During 2000-2005, Mr. Milo held important executive functions in Kosovo under European Union and United Nations Pillar 4, as Deputy Director and later Director of budget at Budget Department of the Central Fiscal Authority, UNMIK (2000-2002); Director for consultancy policies, Fiscal Office, European Community Pillar 4, UNMIK (2003); Head of Fiscal Office and member of Governors Board of the Banking Authority - UNMIK, Kosovo (2003-2005).

Mr. Milo’s additional professional engagements include a seat on the Oil Corporation Board (1992-1994); on the Social Insurances Board (1993-1994); Board and President of Internal Debt Committee (1994); on KESH Board (2005-2008) as well as Chairman of INSIG (2007-2011); Advisor to the Prime Minister of the Republic of Albania on public finances and monetary policies (2005-2013).

Mr. Petraq Milo is an Associate Professor and lecturs at the Centre for Studies and Researches for International Development Clermont-Ferrand 1, France; Associate Professor at the Faculty of Economics, University of Tirana and at the Institute for European Studies; Associate Professor at the University for Business and Technology in Kosovo, and Associated Professor at the founding of South Eastern Europe University in Macedonia.

He is the author of several studies, books and papers published in Albania and abroad. He has participated in numerous national and international workshops and conferences on economy and finance. He is a mentor of master studies and doctorates on economic matters. 

He is fluent in English, French and Italian.


Mr. Petraq Milo was appointed member of the Supervisory Council of the Bank of Albania in November 2011.
