Often, central banks are called "bank of banks", as in the major part of countries they licence, regulate and supervise banks to guarantee banking system stability. The Bank of Albania licences, regulates and supervises the commercial banks as well as non-bank financial institutions, such as micro-finance institutions, foreign exchange bureaus, that conduct their business in Albania.

The Bank of Albania helps commercial banks by providing various services, for example crediting and facilitating banking transfers through the two payment systems, namely AECH and AIPS. The Bank manages and ensures these systems function properly. The central bank also serves as a lender of last resort.
