Decisions by the Supervisory Council, 1 July 2026

At its meeting of 1 July 2026, the Supervisory Council of the Bank of Albania reviewed and decided to:

  • Adopt the Regulation on “Digital Operational Resilience” and approve amendments to the Regulation on “Use of Information and Communication Technology by entities licensed by the Bank of Albania”

In view of the ongoing digital transformation of banking and financial services and the increasing information and communication technology (ICT) and cyber risks facing banks and other financial entities, the Bank of Albania considered it necessary to establish new regulatory requirements to ensure the effective management of these risks.

This regulation also forms part of the ongoing alignment of the Bank of Albania's supervisory regulatory framework with the EU acquis, in line with the commitments undertaken as part of Albania's European Union integration process.

  • Approve the participation of the Bank of Albania in the Southeast Europe Technical Assistance Center (SEETAC) of the International Monetary Fund (IMF)

The Supervisory Council approved the participation of the Bank of Albania in, and its cooperation with, the International Monetary Fund's Southeast Europe Technical Assistance Center (SEETAC).

SEETAC has been established by the International Monetary Fund (IMF) to strengthen its capacity to provide technical assistance to the countries of the Western Balkans—Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia—and Moldova.

SEETAC will provide tailored technical assistance in key areas of macroeconomic management, including fiscal policy, monetary and financial sector policies, macroeconomic frameworks, statistics, and legal issues. The Centre will assist participating countries in adopting international best practices, addressing common policy challenges, fostering resilient economies, and enhancing regional economic stability in support of their European Union integration objectives.

The Bank of Albania will join and collaborate with the SEETAC to strengthen the macroeconomic stability, the resilience, and the institutional policy-making capacities. This participation represents an important regional commitment and is expected to have strategic significance for Albania.
