The initiative was launched in Sofia in 1996 during a meeting of the Ministers of Foreign Affairs of South-East European countries, which decided to start a long-term process of multilateral cooperation among participating states in the following fields:

- strengthening stability, security and good-neighbourly relations;

- economic development;

- humanitarian, social and cultural issues;

- justice, combat against organized crime, illicit drug and arms trafficking, and terrorism.

Governors of Central Banks and Banking Sector Regulators gathered in a panel which had at its focus the discussion of macroeconomic indicators and financial sector developments in a crisis affected environment.

The Governor of the Bank of Albania, Mr. Ardian Fullani, was also part of this panel, wherein he made a presentation on the latest economic and financial developments in Albania.

In his presentation, Mr. Fullani underlined that 'The Bank of Albania has pursued a prudent monetary policy during this period. The increase of monetary stimulus in economy, without prejudice to the preservation of price stability and maintenance of economic agents' expectations close to our inflation target, has been the central focus of our policy.'

'Our decisions have aimed at providing adequate monetary conditions in order to achieve the inflation target in the medium run, and at the same time boost Albania's economic growth and preserve the financial balances. The same philosophy will continue to guide our decision-making in the period to follow.' the Governor said.

Albania was represented in the panel of Ministers of Economy and Finance by the Albanian Minister of Finance, Mr. Ridvan Bode.
